This company seems to be associated with a scam based on unsolicited text messages. If the victim responds by "claiming a prize" on a website, they will have unknowingly subscribed to one or more $9.99/month text-messaging services, one of which appears on the bill as Notice Marketing Company, LLC, Starscopz.
